hot water and noisy pipes

I have been living in the same Washington Heights apartment for the past three years. Recently the heating pipes have been banging and rattling when activated and the hot water has been going out once every other week. I have called the super and Management Company about the problem. They tried to fix it, but the problem still exists and they seem to be doing nothing. My calls and questions go unanswered.
Comparatively I know this problem seems minor, but no one wants to be awoke at four in the morning by the radiator doing a St. Vitus dance with fire crackers under it followed by an ice cold shower a few hours later.
I love my apartment and do not want to move. Any suggestions on how I should proceed on this matter would be greatly appreciated
