landlord registered house improperly/returned my rent check/no heat

Please help.
I live in a private house in Brooklyn. The Landlord lives upstairs. He has been giving me improper heat for 2 months. I have called HPD and made over 10 complaints in 2 months and every time I call and ask for my landlords name and phone number, my next door neighbors address (a corner house with a different street name) keeps coming up in their records. Needless to say, HPD never sent a heat inspector. Why would he register with HPD the wrong address? Is that legal?

#2 - I purchased a space heater ($75) and deducted it from my rent (since I haven't had proper heat). The landlord returned the check to me 2 weeks later insisting I write him a new check for the full amount within 5 days.
If I take him to court, will it hurt me if I don't send him another check?
