the LL is supposed to withhold an amount of the deposit for repairs beyond normal wear and tear to an apartment. unfortunately there isn't a law that requires him to itemize exactly how much it will cost, so LL's often take advantge of things and keep some (or all) of the money. tenants have a hard time ensuring they'll get the maximum amount back since they are moving out and usually won't bother to pursue the issue. some things like the holes in the walls could be fixed before you move out (spackling and paint). the only trick i've ever found to work is if you can get the LL to agree to use your deposit as your final month's rent. this way you essentially get your dough back and the LL doesn't have to write you out a check (something most LL's hate to do).
