Two questions... first off, I live in a building with only 2 apartments. What is the law re: security deposit? Isn't the LL supposed to keep my deposit in a separate interest-bearing account, and isn't she supposed to return the interest to me at the end of the lease?

Also, can anyone tell me where I can get a handbook issued by the City that lists basic LL/tenant law? When I lived in Boston, there was a small book that gave very basic info on heat, fire codes, rodents, etc., and it quoted the Sections and the Codes. This was very useful, as I was able to quote specifics when complaining to the LL. I have called numerous city-level departments here in NYC, and get constantly bumped around to another department. I know I can buy a book at a bookstore, but often they don't list the CODES or BYLAWS. I want more LEGAL type info, without getting pages and pages of stuff. Thanks!
