Isn't this a change to the conditions of the lease, introduced after all the tenants have already signed leases. It's a cost that nobody agreed to in advance. If it does help the LL he should be willing to at least pay for some of it. I could see introducing it for new tenants and adding current tenants each time their lease comes up for renewal.

Why does the LL want a notary to sign each of these, he knows the tenants and knows where the tenant lives, they could have a friend witness the signature, or each request could be signed in front of the building superintendent. A notary is a needless expense.

Backup should also be given to proove that 25$ for additional cards is fair.

Let's us know what your lawyer comes up with, this is likely to be an issue that will come up again.

Which company makes this system? It has potential to be a good idea, as long as the other LL's don't introduce it in this way.
