If you can afford a lawyer, it's much better to take your case to either Housing Court or Supreme Court. It's much faster, you get better results and is probably more cost-effective than DHCR. You could consult two or three experienced pro-tenant lawyers and see what they recommend.

would probably mean $$$$! )or should we just file a complaint w/DHCR?
