If you're gluing it down over the old floor definately get the landlords WRITTEN permission. If you do not you would most likely be liable for damage to the old floor and most standard leases state that "tenant will not install.......without written permission of the LL". If you do not get the LL's permission I can think of no surer way to lose ones security deposit. It could also be grounds for eviction, depending on the LL.
