good theory tn, but it is not a notice to quit, nor a proceeding to recover possession, it would simply be the landlord excercising his *right* NOT to renew a contract. no government agency can *force* anyone to enter into a contract. i repeat my challenge to find actual case law where 'retaliatory non-renewal' was used and successful.
