A theromstat connects to the motor which turns the pump on and off that pumps to the radiators. If there is only one thermostat, then each apartment is connected in series with the same water flowing to each radiator. To make individual thermostats requires each apartemnt to have a separate system of hot water pipes, and each apartment has to have it's own motor. So it's really difficult to add later.

If it's too cold keep a record with a thermometer, and check the local regulations. Rental housing needs to be within a certain temperature range, or else the tenant usually has the option to file a complaint about it.
