I think the original question was something like "my new landlord sent W-9's to all tenants requesting our social security numbers. Can he do this?"

From the first paragraph of the second section of the article you referenced:

"Also, SSNs are required for transactions involving taxes, so that means banks, brokerages, employers, and the like also have a legitimate need for your SSN."

When I ask a tenant for a Social Security Number, I send the tenant a form W-9 provided to me by my bank. It is fine with me if the tenant sends the W-9 directly to the bank.
