I live in Los Angeles and am having major problems with my landlord. She refuses to do a walk-through with me after I vacate the apartment to see what repairs need to be made. Is this legal? I am under the impression the landlord must do a walk-through once you have emptied the apartment.

I do not trust her to refund my money and be honest about what repairs she has made. Of the tenants that have moved out since I moved in, no one has received their security deposit back and the repairs the landlord said she made with he security deposit were not made.
