assuming you're a legal resident of the unit, you take any paperwork you have that shows you are a legal resident of the unit, like: an unexpired lease, utility bills, driver's license, etc., and go to the local police station, and tell them that your landlord has locked you out. this is called 'criminal lockout', and your landlord could go to jail for it.
an eviction ORDER can only be issued by the court, but the landlord can have you served with papers at any time to initiate the eviction procedure, assuming he has a valid reason to do so. an eviction is a legal procedure, and must be followed very carefully by both parties.
