I ran into this problem in of all places Atlanta,Georgia.

The story the super told me was about 30 years ago they got some government grant for middle income housing and this was a 10 story 150+units building on the outskirts of town -not anymore- it was designed primarily for teachers, fireman, police, military, so they only had 3 elevators since people worked all different shifts

Over the years all the blue collar workers moved and the Professionals 9-5ers moved in, so they had no choice but to limit move in access to the weekdays, since everyone was home on the weekends.

I guess thats what happened in your building too.
