Private Property Company posting certain surnames on the lobby directory

When I moved into my apartment in March 2000, my property management company posted my surname on the directory in the lobby of my apartment complex within 1 week of moving into my apartment.

Lately, I've noticed that the property management company has not been posting new tenant's surnames on the directory and/or removing previous tenant's surnames.

The surname of a previous tenant whom moved out in Oct 2001 is still posted on the directory.

The surname of a tenant whom has been occupying an apartment since Nov 2001 and that tenant's surname has not been posted on the directory in the lobby yet.

The surname of a tenant whom has been occupying an apartment since July 2001 and that tenant's surname has not been posted on the directory in the lobby yet.

Is this act of publishing or posting one tenant's surname and not another tenant's surname on the directory in the lobby considered differential treatment?
