They can use credit services, or specialized services for landlords, or regular legal databases, like Lexis, or even the tenant.net housing cases (though these have fewer identifying details). Unfortunately, there's not a lot you can do about it, other than keep looking for an apartment owned by a landlord who doesn't use those sources. It's public information. Just as tenants use the same databases to research landlords' past history.
