roommate not paying rent, but still holds lease

i live in a 3BR rent stabilized apt. in brooklyn. i am on the lease, along with one of my two roommates.

my co-tenant (theone on the lease) has effectively moved out of the apartment, taking much of his stuff and his two cats. but he has placed a lock on his door, has not given notice that he's leaving, and has told me in the past that if he moved out, he'd retain his lease. he doesn't return my repeated calls and hangs up on me when i actualy reach him directly.

i am worried that he is basically moving out, but leaving a room full of crap, and leaving his name on the lease and not paying his share of the rent.

is there anything i can do to either force him to pay rent or to force him off the lease? i just want to be able to have someone in the apt. paying rent.
