LL is not registering Rent-Stabilized Apt's.

Our building is Rent - Stabilized. However, we recently found out that the LL has not been registering many apartments. Then, they are being rented as decontrolled apartments, at rents from $2300-2500. Some tenants have found (by going to DHCR) that the previous tenant's rent was just $1000 or so, and were told that their rents should only be about $1300 - 1400. These tenants of course filed rent-overcharge complaints. My question:

1. What are the penalties against the LL for not registering the apartments?

2. What can our Organized Tenants Group do to stop this practice by the LL?

3. Can some action be taken, also, against the Realtors involved in renting these apartments?
