I live in Great Neck Terrace, Great Neck, NY and it is a coop with about 300 units. My question is, is there a law that states a tenant has to have 80% if their floor covered with noise reducing material and if so why did I have to hire an independent lawyer to make the property manager and board address this issue with my upstairs neighbor that moved in with a piano, treadmill and barking dog. Our house rules state a tenant must have 80% covered with noise reducing material whether it be rugs, or carpeting. Does this mean sufficient padding as well. Also, how can I got about getting my money back that I spent for the lawyer. I always thought being in a coop the board was there to help!!!!
