I know it has to do with LL trying to learn who, besides the tenant,
is living in the apartment for the purpose of establishing who may have rights of succession. That's what it's supposed to be for, but in reality it is giving the LL a "foot-in-the-door" to learn the name(s) of other occupants, and from there it's a simple step of contacting those occupants to learn how much they are paying in rent, for the puspose of fiding out if the tenant is overcharging the occupant.
