DJ is correct. You have very few rights as a month to month tenant unless the lack of gutters is causing a problem within the unit itself which is doubtful.

Live with it and keep putting a "gentle" note in with your rent each month OR look for another place and give proper notice. Making the manager mad is NOT a good solution.
