Jack - probably not. You need to check your lease. In VA you could have a "common law lease" whereby you have virtually no rights OR a lease under rules of the VRLTA - Virginia Residential Landlord Tenant Act - you would then have had the option of paying your rent to the court and then having a hearing after you had the problem assessed
