Another layer of Wallboard a/k/a/ sheetrock (Lilly's suggestion) will help a little, not a lot.

He should install a layer of soundboard, not regular wallboard.
But hell will probably freeze over before he does this.

The rug suggestion will block more noise that wallboard too.

There have been other soundproofing suggestions on this board (search for 'wall' or 'noise') and in the NOISE section on the homepage of Tenant.Net

Just get his permission in writing for anything that will leave any mark on the wall when you take it down before moving out :)
