elsie, where do you get your information? in a sfh, the terms can be pretty much whatever the landlord and tenant agree to. apparently, the tenant agreed to purchase fuel and pay for it. but, i guess he really is not obligated to purchase fuel, but only if he wants heat.
i'm sure there are other fuel dealers in town besides just the one that the landlord called. try calling somebody else and get the fuel.
as far as the landlord coming after the tenant for burst pipes if there's no heat in the house, maybe, maybe not, if it's covered by the landlord's insurance (but it probably wouldn't if there's no heat in the house), it might be the landlord's insurance company coming after the tenant for the damages, and their attorney's have way more free time to make the tenant's life a living hell.
