your brother is not obligated to purchase fuel. If there is no fuel, the pipes will freeze and burst. LL is creating a bigger problem for self especially since they called and discontinued service of fuel supply. He wont have any heat, which is against the law. He now needs to involve the proper authorities that regular heating law in the jurisdiction. It will cost LL thousands more to correct a burst pipe. LL will never be able to come after tenant to recoup costs. In the meantime, he should start documenting the harrassment and involve the police. Make police reports on demand. They cant refuse. If they do, have him go to the precinct and speak with chief.
