Does the ll need DHCR to approve that kind of rent increase based upon improvements/renovations BEFORE LL can sign a decontrolled lease with a new tenant? Tenant should file a fair market rent appeal asap.
Also tenant should have received attached to his lease the figures supposting the decontroll
