Brokers are licensed by the State. Contact them and file a complaint. I'd also send a certified letter to the landlord explaining the situation and asking for a copy of the lease.

: ....thanks for the advice. I'm actually already in the apartment though, and have been there for five months. The broker is holding my copy of the lease as an incentive for me to pay him, but I am still refusing to give him the full amount that he is asking. He is now taking action via the Small Claims Court. Is there anything else I can do other than what you have previously suggested. Thank you.
