have you told the landlord about this? i bet he/she will be very interested in this fire hazard, and put an end to it. that reminds me of the story of the Langley bros. of Harlem, two rich eccentric old men who kept newspapers and lotsa other stuff in their house. It didn't burn but it did eventually fall on them, entombing them.

if the LL is unresponsive (tho i can't see why), you may have to file a complaint with the city (i am assuming you are in NYC). Call (212) 824-HEAT amd theoretically they will send somebody out to check out this situation. see link below.
