On the print-out for my apt. it says for years 1985 to 2000 "rent control - reg not required"

Does anyone know if this is because the rent did not change or any change was statutory rather than variable? It seems like if it changed there would have to be registration but not if it remained the same. But rent-control can still have increases right? Would it make a difference if the tenant was a senior citizen?
