Finding out if my rent is overpriced.

I've been living an East Village apartment for the last two years and after talking to some people about my rent they think I'm getting rooked. My lease states that my apartment is not rent stabilized. However, there are two old ladies in my building and I know they don't pay what I'm paying. I've heard of something called "true rent" which is the price registerd with the city. I've also heard that it's illegal to raise the rent a certain percentage each year from this true rent. I quite frankly don't know where to begin with this. If anyone could help, let me know. Finally, what is the DHRC? There are approximately twenty units in my building.
