rent went up..landlord..still has not sent a new lease...

I rented an apt in 2000 for 1.100 per month..the lease was up in 2001 since i did not hear from the landlord..on my check for february of 2001 i wrote.upon cashing resigning lease for another year..well. in sept my landlord had come by to drop off the water bill yes i pay that on the top he wrote the rent will be 1.250 for next year..he still has not sent me a new lease with this increase...i truly dont mind paying the increase..and have requested by, phone letters to draw up a new lease and sit with him to go over some other things..with no response..from him..what do i do?? pay old..with hold totally..ive always paid my rent on do i pay my old rent..i dont have a lease stating the new live on long york...and are there any leagal regulations of how much i can be raised a year...just wondering...?
