dispute rent that seems to high

Hello. I moved into a rent stabilized apartment in April 01 paying $1395/mo -- an increase of about $1000 due to "renovations." I believe that most of the claimed renovations were not done and that I am paying too much, but I already signed an agreement saying the renovations were completed (hence the rent hike). What organization can I write to in order to dispute the price of the rent? I have heard this is possible, but cannot find the address/information anywhere online. Thanks so much, in advance, for any help.
