You do not owe him anything. Remind him of the fact that you were paying $200 a month above the rent. Don't feel guilty-he did this to himself. Hold on to your money. If you want to file an overcharge with DHCR it will take a long time, but you have a better shot in court-small claims if the amount is $3g or less. You do have your cancelled checks, yes?
