I live in Chelsea in a Rent Stabilized SRO. My landlord has not paid the Con Ed bill for my building and in 10 days they are shutting off services. Is this legal? Utilities are included in my rent. They have units that have not been rented for months and I am afraid they are intentionally not paying so as to force people to move out. They have not exterminated the building in about a year and have not cleaned the community showers and bathrooms (which I was told they are supposed to do) in months. What can I do?
