Anyway, "oral contracts" in real estate aren't worth squat. Put everything in writing, so there is no confusion about what is agreed to. Also, she has not even paid rent on the apartment yet? She doesn't have any agrement at all. And she should consider herself lucky not to move into an apartment that's not ready or fit to be rented.

What to do now? Move in with a friend for a few days ... look for a good apartment, sign a lease!
