oral contract questions...

my friend/babysitter was offered an apartment and quoted that it would be ready 11/1. she could not afford to move in until 11/15 (today) and that is what she and the landlord verbally agreed would be her movein date. she noticed some work was still needing on the unit (she walks past it everyday). she informed landlord of this a week ago, and again two days ago. the workers are finally getting to it today (11/15). she does realize it was a stupid move not to get the movein date in writing. she went to the landlord today and asked for her keys, and offered her money. the landlord told her sorry it's not ready, no keys. so now she has nowhere to go with her young daughter, as she already gave her notice on her current place and has to be out tonight. what can she do, if she can do anything?
