It's not necessarily frivolous, if it interferes with the operation of the fire escape or makes the fireplace dangerous (constant weight burden).
The suggestions re fire dept. are good.
Signage is strictly regulated by the city. There are a lot of signs that violate the law but is no problem unless someone complains (hint....). Where to complain? I have no idea. Whoever deals with zoning issues.
