Ask a painter to give an estimate.

You could also call the painter as a witness when you make your claim.

Painting the hallway of two floors is an improvement above the damage. The previous paint should have depreciated since the last painting, such that only a prorated amount could be applied to the current bill, and damage on one floor does not mean that 2 floors need paint. Also landlord should select a paint color that allows retouching over one area, and it probably would have been ok to have just washed it and retouched it.
