There are indeed several such programs that construct new houses in New York City. They're not for poor people - most seem to aim for the middle class; buyers need to qualify for a mortgage and be able to handle managing a house with 1 or 2 apartments.

There are some other programs that operate outside of New York that build houses. Habitat for Humanity, for example, constructs houses with volunteer labor for low income people. The link below has information on a whole slew of programs in New York City.
