File a legal complaint...it is a health hazzard!!!

If the landlord is not attending to the condition of the apartment and you have made requests several times...then he is in extreme violation of health codes.

Document everything you do and everything he does...it can be used in a court of law.

I may be in a bad mood tonight...but i say again, if he refuses to 1) pay for the extermination, 2) cannot control the rodent problem, 3) knows where the cause is coming from -- then he shouldn't be allowed to rent an unhealthy apartment to begin with...

Call the department of health and human services immediately. Maybe it goes beyond the two buildings and the problem is a neighborhood thing.
