put simply, there are no rent controlled apartments available. the only ones who have them are either a) the now-elderly people who first rented them decades ago, or b) the offspring of such people. and while its foolish to live in the same place for 50 years and not own your own place, its hard to argue with an apartment that rents for $85/month or something. mortgages don't come that low.
