No you cannot take a reduction in rent without proving in court that
1).The outside temperature was below that which required heat(only a few days in oct if my memory serves correctly)
2).There was no heating on these days(call central complaint bureau)
3).The landlord was aware of the problem.
I wouldnt be 100% sure on that last point but for further information go to the homepage and check out the heating section.
