How many of the 60 apts are affected? Under no circumstances should you withold your portion of the rent now. Yes there most definately is redress if LL is not making repairs, etc, HOWEVER, if the tenants tell the caseworkers that the apt needs repairs, what will happen if the repairs are not done, or even if the caseworker simply hears the tenant complain about substandard conditions is that Section 8 might withold their portion of the rent to the LL, long story short, LL moves to evict tenant based upon non-payment. Poor tenant is the victim. Nice system, huh? Be cautious how you proceed because it has to be done right, and you know there is safety in numbers: the more tenants who send certified letters to the LL requesting repairs, the the stronger your case becomes, the stronger your position becomes and the more likely you are to get a legal aid attorney.
Things to do:
1-Send certified letter to LL , tell him what is broken, what needs to be fixed, etc.
2- take pictures of the conditions
3-go to this page-citywide taskforce on housing. I can't paste the link but here it is the address: http://www.cwtfhc.org/ learn as much as you can about the court process
4- go to DHCR web-site and read about section 8 housing,
5-IF you do not have heat call HPD 24hr hotline 212-824-heat
