Water-Saving Toilets

Can anyone tell me the name of the NYC agency in charge of the program a few years ago that reiubursed Owners for installing the so-called low-flow toilets? I believe Owners were given $200 by the City for every one they installed? Maybe it's less. While the idea of conserving water is admirable and something everyone can endorse, once many of the toilets were installed, they didn't actually conserve; many need to be flushed several times, and there are other problems. I currently have a PAR on an outstanding complaint with the DHCR, and I want to know if there is any other course of action I can take against the Owner for sticking me with this lemon, since no tenant can count on the DHCR these days.
