i assume this building is not exactly new and therefore a certain amount of noise is to be expected. maybe you could get somebody that can hear to come over and rate your loudness. but honestly, i can't imagine simple walking would justify a complaint to the LL. i think this guy is trying to get your goat, especially since you went months without a complaint and now they have resumed. you might throw some rugs down or something but unless he provides real proof (like a tape recording of your allegedly booming footsteps), the LL should tell him to shut up and live with it. has the LL heard you himself? that might be the best way to settle this, one way or the other.
