Annoying Tenant

We're a deaf couple and are living in an upstairs apartment. The annoying tenant lives downstairs and complained serveral times to the landlord for noise. The noise which is: "We're walking too loud." The landlord asked us to walk more lightly. We said: "We will do our very best to walk lightly", unfortunately the annoying tenant complained again. The LL spoke to us again and serveral months have passed without any complains. One late night, the tenant came up and tried to speak to us, but we didnt want to speak to it, because it was very late (11:40pm). Two days later, the annoying tenant called Police(1:20am). We told the officer, we are trying our very best to walk lightly but it is not possible to walk that too lightly beacuse we can not hear the noise. I usually stay awake during late night til 3am for studying and on the weekend I go to work early morning.
Must we take this blame for the nuisance?? We're not overweight couple! It is like when someone wakes up in early morning, is thristy, goes to refrigerator, get some milk and is in a sleepy mind and cannot hear the noise! Must this person be blamed for the nuisance?? Any advice is greatly appreciate.
