rent reduction due to wtc/power outage

Hi. My building was out of power for a week/phone service for a month after the wtc disaster; I've talked to some of the other tenants regarding organizing because our landlord has denied us rent reduction. I read some posts from September with links to the ABA and Battery Park orgs. but none listed specifics about buildings that weren't more seriously damaged. Has anyone else received successful rent reduction, and if so could you please list the steps you took?

We are considering sending a certified letter noting the Fire and Casualty clause of our standard lease as reason for rent reduction, if the landlord doesn't respond to that would our next step have to be Housing Court? Thanks.
