Tenants of free market apartments can sublet (with permission) or take on roommates at any rent they choose.

HOWEVER, rent stabilized do not have any such rights. In the case of a sublet, the rent must be the SAME as what the primary tenant pays (plus 10% if furniture is included). And in the case of roommates, the rent charged may be no more than the roommates proportional share of the rent - in other words, if 3 roommates occupy the apartment, each pays 1/3 the rent. Profiteering by the primary tenant is not permitted.
