Are Basement apartments leagel?

I have just moved to New York not to long ago and i was woundering if basement apartments are leagel or not, If they are, what can you do about it? if you live in one do you have to goto a shelter or will the landlord have to pay for you to live in another apartment until you can find something if the apartment is called in?? Please let me know any information you might have on this matter.
