I'd start by writing him to explain that you do not agree with what he had said, that it still smells to the point of being near impossible to continue living there, at therefore it needs to be repaired with the utmost priority. Likely best to fax it, and send a copy by registered mail, and phone a couple hours later. If he does not show action within a day, I'd go to the local housing court to get a form to fill in for a "Housing Part Action". The court can force him to fix it.
