That's outrageous and patently offensive, and the management Company clearly takes you for an idiot. EVERY single day without heat or hot water, call the city's complaint line (212.824.HEAT). Heat is suppsed to be provided as follows, and i am QUOTING here from a flyer I got at HPD:

HEAT AND HOT WATER REQUIREMENTS FOR ALL MULTIPLE DWELLINGS AND TENANT OCCUPIED ONE AND TWO FAMILY DWELLINGS:
FOR OCT 1 THRU MAY 31

6AM-10PM WHEN OUTSIDE TEMP IS BELOW 55, INSIDE MUST BE 68 OR ABOVE
10PM-6PM " " 40 " " 55


This is not an opinion, but COLD HARD FACT, easily verifiable! Send you landlord a certified letter stating that he is BOUND by these rules, and you will respond approipriately when they are broken. If the situation becomes chronic, there are PLENTY of things ytou can do, but cross that bridge if you come to it.I am SO offended as a Jew, I could vomit! WHAT CHUTZPAH!
